The Maryland Department of Health has been re-engaged by doulas and stakeholders in November 2023. Quarterly meetings will be announced in 2024. Our goal is to pull in as many doulas who are interested as possible to this stakeholder group and ongoing advocacy efforts.

If you would like to receive updates from Maryland Department of Health in regards to the doula program, please email them and request to be added to their listserv at

Latest Update from Maryland Medicaid

Maryland Medicaid is adding 13 additional certifying organizations to their current list of 9 approved certifications for doula participation with the Medicaid Doula Program on June 24th. The new organizations are currently not public knowledge but will be updated at the top of this webpage on June 24th.

The program will now also become a 'self-referral' benefit through the end of 2025. This means MCOs must pay for doula services to their members for any ePREP-enrolled doula. Doulas will no longer have to contract with the MCO in addition to registering through ePREP.

This change will also begin June 24, 2024.

These are positive developments from the Department as a result of advocacy from many in this group - thank you! Keep sharing your voice so we can continue to push for access to this benefit and a livable wage for birth workers in Maryland.

To receive notifications directly from Maryland Medicaid and the Maryland Department of Health, send an email to requesting to be added to the doula listserv.

We will update as soon as the list of new certifying organizations is published on June 24th.
